Brigadier General Randy E. Manner, DFO

Brigadier General Randy E. Manner is the deputy director, Defense Threat Reduction Agency (DTRA), Fort Belvoir, Va. DTRA safeguards America and its allies from weapons of mass destruction (chemical, biological, radiological, nuclear and high yield explosives) by providing capabilities to reduce, eliminate, and counter the threat and mitigate its effects.

Manner was commissioned a Regular Army officer in 1976 as a Distinguished Military Graduate and Computer Science major from Pennsylvania State University. His first assignment was in the 82nd Airborne Division, Fort Bragg, N.C., as platoon leader and company commander. He departed the 82nd to pursue a Top 5% Fellowship at the Wharton School of Business at the University of Pennsylvania where he earned an MBA with honors in Decision Sciences (Operations Research) in 1981. His first Operations Research/Systems Analysis (OR/SA) utilization tour was in the Central Developments and Experimentation Center at Fort Ord, Calif. His follow-on tours as an OR/SA were in the G-4 and G-6, Headquarters, Department of Army, Pentagon, Washington, DC.

Manner left active duty in 1986 and took a position with American Management Systems in Fairfax, Va.. He joined the Army National Guard as a G-3 Operations Officer of the 29th Infantry Division at Fort Belvoir, Va. He commanded the 1st Battalion, 170th Infantry for three years and led them through training at the Joint Readiness Training Center. In 1995, he attended Senior Service College at the Fletcher School of International Law and Diplomacy at Tufts University in Boston as a U.S. Army War College Fellow. He earned a post-graduate certificate in International Security Studies.

In 1997, Manner was selected as the first Commander of the Mobilization Augmentation Command (MAC) in the District of Columbia National Guard. In September, 2001, the MAC was the first Army unit alerted and mobilized in support of Operation Noble Eagle. At that time, Manner returned to active duty and continued as the Commander of MAC, Washington, D.C., with duty at the Army Operations Center, Pentagon, and the Army National Guard Emergency Operations Center, Arlington, Va.

In January, 2004, he was selected to serve on the Chairman’s Staff in the Office of the Chairman, Joint Chiefs of Staff for National Guard and Reserve Matters, Pentagon, Washington, D.C. From July, 2006, until assuming his current duties, Manner served as the Deputy Director, Operations, Readiness and Mobilization Directorate, Headquarters, Department of the Army, Office of the Deputy Chief of Staff G-3/5/7, Pentagon, Washington, D.C. In this capacity, he was responsible for monitoring Army operations, force readiness and mobilization worldwide, as well as military support to civil authorities, law enforcement, information operations, special operations forces, and anti-terrorism/force protection.

Brigadier General Manner’s awards include the Distinguished Service Medal, the Defense Superior Service Medal, Legion of Merit, Meritorious Service Medal (with 7 Oak Leaf Clusters), Army Commendation Medal (with 4 Oak Leaf Clusters), Army Achievement Medal, Army Reserve Components Achievement Medal (with 4 Oak Leaf Clusters), National Defense Service Medal (with two Bronze Service Stars), Global War on Terrorism Service Medal, Armed Forces Reserve Medal (with Bronze Hourglass and “M” Devices), Army Service Ribbon, Joint Chiefs of Staff Identification Badge, Department of Army Staff Identification Badge, Ranger Tab, Senior Parachutist Wings, Pathfinder Badge and Air Assault Badge.

Brigadier General Manner is married to Cos Manner of Philadelphia and they have two children. Their son Gene, is a HC-130 command pilot at Moody AFB, and daughter Jamie, is an Interior Designer at an Architecture firm in Washington, DC.
